Broad Discussion

Contents of Page

This web page contains a set of discussion sections focused on mitigating issues with the Hog Jackson Weapons Platform. The absolute mitigating issue is Funding.

Adaptive Funding:

To survive the Hog Jackson Weapon Platform project has been forced to employ an adaptive funding strategy. This approach was necessitated by the ambiguity of the Aptera production launch, the ambiguity of US Government spending cycle, and the ambiguity of alternate funding sourcing . To conform to the existing ambiguity Abiriba_RG established a set of flexible funding needs required to field the ideal battalion strength force of Hog Jackson Weapons Platform vehicles through through field demonstration, implementation, and deployment. Abiriba_RG then pared that ideal force structure into decreasingly smaller entities.

Funding Sources
Three parallel funding sourcing drives are underway:

US Government Funding(DOD Only. DOE excluded)
Angel Investor/Buyer
Pledges (1$=1Vote)

Finanical Facets to Consider

Publicly Announced Aptera Finanical Information

Aptera's Crowd Funding Accelerator Program
Offering Circular: SEC filing
Public $50M Funding Plan for Manufacturing (Source)
Public Funding Grant of $21M to Meet $20M - $50M Need
At a public "Apter Ambassadors" meeting it was announced (06/22/2023) that Aptera was highly confident in receipt
of loans from DOE under the ATVM1 program. With that information in hand Aptera expressed that production should
begin during the Summer 2024.
(Note 1: ATVM: Advanced Technology Vehicles Manufacturing Loan Program under authorized
by the Energy Independence and Security Act of 2007.)

Goal: Accelerator Program $20M to $50M allows Aptera to accelerate its production plan,
Announced: Aptera received notification of CA Grant of $21M to be used as a reimbursement program.

Leaderboard Posted by Aptera As of Noon 6/24/2023
Status: $18.7M toward $20M goal
Worstcase: $18.7M (Accelerator Program) + 18.7 (of CA Grant of $21M) = $37.4M
Shortfall: $50M - $37.4M = $12.6M
Best Case: $21M (Accelerator Program) + $21M (CA Grant) = $42M
Shortfall: $50M - $42M = $8M
Burp Remaining: $8M to $12.6M

Estimated $ to unseat current Leaderboard position holder to improve delivery priority of "a" vehicle
Position 1 Requires: $1,012,000
Position 1st-50 Requires $90,000
Position 1st-100 Requires $50,000
Position 1311-2000 Requires $10,007
(Note: Acceleration Program Launch Version: $33,200 - 5% Discount on purchase of one vehicle)

Funding Need to Field a Battalion Level Task Force
Acceleration Program Launch Version Discount Not Considered In This Table.
Purchases of 402 vehicles with logistics should drive a deeper discount.

Best Case Delivery Timing to Operational Deployment
Note 1: The information given below does not reflect an Aptera commitment.
But it represents a SWAG by Abiriba_RG based on public Aptera estimates.
Note 2: Assumes US Government (DOD) Funding of Abiriba_RG's project.
Note 3: Pledges conveted to SEC Crowd Funding would force changes in this plan to meet
field needs. Any change would be designed to have similar results predicated on funding.
Month Quantity Comment
1 2 Two road ready vehicles transported to Ft Bragg/Liberty, NC for field demonstration.
The two road ready vehicles delivered in Month 1 must satisfactorily
demonstrate their field readiness before allowing Month 3 and Month 4
manufacture.
Field readiness implies:
1.1> Demonstrate compliance with Any Solution Criteria
1.2> Demonstrate suitable compliance with Best Solution Criteria
Criteria performance rankings of 1, 2, and 3.
1.3> A demonstration of "light, stealthy" vehicle moving safely
around a simulated combat zone.
1.4> Demonstrate that stand-off munitions can be fired at a moment's
notice from the platform.
1.5> Preparation for demonstrating airdrop and sling-loading operations shall
be underway.

During Month 1 the next month's quantity (50) can enter at risk manufacturing.
2 50 + 2 During the second month Month 2 and Month 1 quantities shall demonstrate any new need for unit level customization to enhance, to mitigate, or to correct discovered weakness or deficiencies in the delivered units.
The month's expectations are:
2.1> A confirmation of airdrop and sling-loading capability
resulting in mission completion.
2.2> A workable radio net for communication through section,
company and battalion levels.
2.2> A basic operational doctrine development.
3 150+50+2 During the third month of testing the focus shifts to long term company and battalion level operations:
The month's expectations are:
3.1>Company and battalion level movement and control.
3.2>Establish TO&E Company and Battalion support
requirements for sustain operations.
3.3>Begin acquiring TO&E support personnel, vehicles, and equipment.
4 200
150+50+2
During the fourth month of testing the focus integrates the Hog Jackson Weapons Platform, HehJay, equipped Battalion into the combined arms team concept of engagement:
The month's expectations are:
Integrate the HehJay Battalion with light Infantry, Armor, and Artillery units.
Experiment HehJay Battalion in ultra-light Calvary role of screening and
exploiting movements.
Integrate with Joint Terminal Attack Controller (JTAC) (USAF) assets.
Introduce the HehJay Battalion and doctrine to foreign armed forces assets.
5 1 Unit
of 4001
Battalion size force of 400 deployed to combat theater as a unit.
Note 1: The two Hog Jackson Weapons Platform remain stateside for further testing as needed.

US Government Funding:

The funding plan is to pursue all three, US Government (DOD), Angel Investor/Buyer, and/or Pledges (1$=1Vote) in a balanced manner according to to the point where the Hog Jackson Weapon Platform relies primarily on US Government (DOD) funding. As a hedge against shortfalls Pledges (1$=1Vote) requests and a search for an Angel/White-Knight Investor/Buyer is underway.

Angel Investor

Casual discussions have been initiated with two different Angel Investors resulting in no rejection but no firm commitment to future funding. Another local Angel Investor expressed interest but felt this project was outside his comfort realm.

Pledges (1$=1Vote) Polling Leading to SEC Crowd Funding

Abiriba_RG goal in seeking Pledges (1$=1Vote) (eventual conversion to approved SEC Crowd Funding) is to provide a Battalion (400) Hog Jackson Weapon Platforms to the Ukraine military to serve in the Speedbump role in resisting the on-going Russian incursion. We seek your assistance in helping us to meet this goal. The likelihood of obtaining US Government (DOD) funding or support from an Angel/White-Knight Investor grows more remote each day.

We at Abiriba_RG strongly suggest that you consider providing a pledge only after giving a serious read to: Hog Jackson Weapons Platform Extending the Range and Dominance of the Speed Bump, 2023. Our intention is to use the Pledges (1$=1Vote) approach as a polling device to help Abiriba measure the expected support for a standard SEC Crowd Funding effort.

You should also review the details provided in the next paragraph. That paragraph explains the "how" of Abiriba_RG ntends to strategically "spend" any funds acquired by the Pledges (1$=1Vote) to SEC Crowd Funding approach. With caution you can click here to skip the detail discussion, but you should really study it.

Detail Discussion: Funding Landscape
The financing landscape for the Hog Jackson Weapons Platform is rapidly changing. The manufacturer, Aptera, has secured sufficient capital investment to publicly announce with confidence in the start of production in Summer 2024. Their Accelerator Program provides a competitive dollar based methodology for setting delivery schedules/priorities of assembled vehicles. Table 1 and Table 2 of Funding Need to Field a Battalion Level Task Force section suggest an adaptive, aggressive (Patton-ish) approach to Hog Jackson Weapons Platform dilemma.

Predicated upon the pledges reaching the "SEC tipping point", eventual honoring of those pledges, and converting them into a HehJay Battalion fund, Abiriba_RG shall use HehJay Battalion funds to join the Accelerator Program, to purchase the suitable vehicles at the level which provides the most vehicles the quickest, and/or to push forward as outlined in the Status Item 7 .

The decision-making process for allocating the pledge funds honored is given in the three examples shown below. The three examples do not cover all possible scenarios.

Example 3 Math
Subject to SEC rule of $5 million annualy:
Purchase 2 at Accelerator3 $246,400
Purchase 50 at Accelerator2 $4,160,000
Try
Purchase 70 at Accelerator2 $5,824,000) ** Exceeds $10,000,000 by 230,400 or 3 vehicles
                    Subtotal: $10,230,400 Instead Purchase 67 x $83,200 = $5,574,400
Corrected to
Purchase 67 at Accelerator2 $5,574,400)$
New Subtotal $9,980,800 Number does not reflect discount allowed for Accelerator Program

But staying with a forward looking adaptive Patton-ish approach consider:
Subject to SEC rule of $5 million annualy:
Purchase 2 at Accelerator3 $246,400
Purchase 50 at Accelerator2 $4,160,000
Add
Purchase 10 at Accelerator2 $832,000 (10 x $83,200) to approximate a HehJay company/troop strength
                    Subtotal: $4,489,600
Switch to Alternate 2: Compact Pickup Truck
Remaining Purchase Budget $5,510,400 ($10,000,000−$4,489,600)
Unit Price $39,015 AWD Compact Pickup
$5,510,400/$40000 = 137 Vehicles (Fleet pricing discount not considered.)
Note that the AWD Compart Pickup Trucks likely will be easier to schedule delivery
prior to a large quantity of Aptera.

Advantage Lost: Stealth, Range, Curb Weight
Advantage Gained: Delivery, Weapons Load, Off-Road Durability, Ease of Training

You Are Not Alone
Crowd Sourcing or Crowd Funding as reported in New York Times and Reuters articles has demonstrated an ability to quickly raise funds. At the moment Abiriba_RG is considering putting in place the infrastructure to capture on-line pledges. This should be in place by the mid-July. But as it stands now Abiriba_RG has received $19,200 in pledges ready for conversion should Abiriba_RG proceed further with the SEC regulated Crowd Funding..

To take the first step in making a pledge now you should send your pledge by clicking here. Your pledge will not place you under any immediate obligation at this time. Abiriba_RG is asking for an honest hand count of "pledged dollars (USD). Any information provided by pledge participants shall be maintained as strictly confidential for use by Abiriba_RG (hosted by Abbottanp) only.

Abiriba_RG anticipates that a decision shall be made by the end of September regarding whether to consider moving forward with the conversion of the Pledges ($1=1Vote) conversion to a standard SEC approved Crowd Funding project.

SEC Crowd Funding Tripping Point

The SEC Regulated Crowd Funding is a realm put in place to protect the common good and welfare of the investing public. To enter that realm of investment a business will need to make several commitments. Each of those commitments will require Abiriba_RG to expend resources. Prior to Abiriba_RG entering this new realm, Abiriba_RG must make a corresponding judgement about the support that it can expect from its pledge community and the cost Abiriba_RG will have to pursue the standard Crowd Funding effort. Abiriba_RG will not pursue the cryptocurrency approach to Crowd Funding.
